I'm trying to slim and tone...I'm 22 years old/ female, so I'm not looking to bulk up. How can I work out arms

I do at least 30 minutes of cardio 5x a week, but I'm just looking to tone my arms, legs and stomach more. I have been using one machine at the gym for arm curls to work on my biceps, and another machine for my triceps. I'm realizing that may not be enough though because it's only one workout per muscle group. Any suggestions? I do about 15-20 reps, and 2-3 sets, depending on the machine and amount of reps.

Seriously the best training for "toning up" is exactly the same as the best training for "bulking up." If you're a woman, if you don't eat an enormous amount of protein and calories (the way bodybuilders do), and if you don't take steroids, then you will NOT get huge and bulky, no matter how hard you train with weights.

Therefore, lift heavy and hard! Don't bother with the machines. Use free weights. Do dumbbell curls--a few sets with a weight that you can only lift 8-12 times. Do another free weight bicep exercise for another few sets (maybe barbell curls, or preacher curls).

For triceps, there are plenty of things you can do. Cable pushdowns, lying tricep extensions (see link), etc. Train these muscle groups once or twice per week.

For legs, one word. Squats.

Again, don't be afraid to train hard and lift heavy. If you do regular cardio and eat light, healthy meals, then you'll get toned, not bulky.
