It's basically about how she is. She likes doing what she wants, when she wants and she has her heart set on doing exactly that.
I remember years back she said in an interview "I know not everyone will like me, but this is who I am so if you don't like it, tough!"
That's what its about, if you like her and what she does, then that's great but if you don't than you can "Cry again and again" (judge her and hate on her) or "Scream your lungs out" (get mad about her decisions or her choice to do whatever she wants), but her face is like a "Mannequin" (bascially she doesn't give a sh*t what anyone says because she will do whatever she wants anyway and she won't let anyones judgments impact her, like how Mannequins have blank faces, she won't be reacted by anyone's judgments)

represents she isn't going to let herself get affected or sad over judgments.
