but I need one with arms, because some of my dresses will have sleeves, plus I'm also making shirts. so can someone help me out? where can I buy one for cheaper?
Most of us who sew for ourselves or family just put the garment on the intended wearer for fitting. An arm on a dress form is really only needed for draping sleeves, which you probably won't be doing. You can make your own arm patterns by choosing a tightly fitting two pieced sleeve or sleeve with elbow dart and stuffing it. Add a flange so you can pin it to the dress form shoulder.
Instructions are in many draping manuals... try Crawford's Art of Fashion Draping; I know there's both a pattern for an arm and instructions on using it there.
Yes, dress forms are expensive. And they don't reflect the body of the wearer very well.
