Does an adult female dog's nipples develop if she is NOT pregnant?

My friend's dog is 5 years and in the past couple months she has gotten bigger around the middle and her nipples have developed. Do an adult female dog's nipples develop even if she is not pregnant, or is this a sign that she is definately pregnant?

while she could be pregnant there is also called false pregnancy where her body will actually adjust as if she was about to have puppies. this can carry on all the way up to a couple days before the supposed delivery. however if she isnt spayed then that would be a good idea to keep her from getting pregnant.
