I doubt it's Lyme disease. That usually comes in patches and fades in the centre. It also is accompanied most often by aches and pains in the joints, headaches, stiff neck, fatigue, etc.
The centre spot looks like a mole as there is another one in the picture that looks similar. I feel the white patch has nothing to do with the red spot and is a separate condition in its own.
I'd say it looks a lot like something called 'post-inflammatory Hypopigmentation' That's a fancy term for "loss of skin color" and usually happens after your skin has healed from an injury, such as a sunburn, abrasion, or even surgery. It can also result from a skin condition such as acne, eczema, seborrheic dermatitis, or even chickenpox.
The pigment producing cells (melanocytes) are damaged and/or destroyed in the healing process. Sinc it's on your back, it probably receives less sunlight than the rest of your body. Sunlight increases melanin in the skin which plays a major part in skin pigmentation(skin colour).
If that's what it is, then it may go away in time as your mom says, or remain as it is. Do NOT treat it with cortisone or a product called benzoyl peroxide.
It's relatively harmless and in milder cases, the skin usually restores the pigment on its own. Cancer is not a concern in regards to the white patch, but keep an eye on the mole nd if it changes in any way, see a surgeon and have it excised.
The only thing you should do as treatment is make sure it gets covered with a high SPF sunblock when its exposed. If it starts spreading into more spots like it, gets larger, itchy, scaly, or gets a red border around it, I'd get it checked. Otherwise, just leave it alone and chances are it may go away. Everyone has blemishes or skin patches of some type or another somewhere on their body.

It is reasonably a comprehensive and physically demanding sport, appearing in many major global sports competitions.

The pants feature an elasticized drawstring waist with wide legs to make allowance for movement. In areas where there could be plenty of friction or stress from pulling, re-strengthening at the seams and further padding is crucial to stop damage. These include the shoulders, collar, knees, and crotch of the pants. The material for gi's comes in a selection of weights and textures. For training purposes, judo uniforms are made out of single weave material. The suitable weight for a Judoka ( Judo specialist ) is measured in oz. or grams, and depends on their capability and age. Generally, newbs at an earlier age select lighter weights while older advanced scholars and instructors select heavier ones. Weights can alter from seven oz. or 198.44 grams to 40.57 oz or 1150 grams. While coaching judo uniforms come in white, competition level uniforms also come in blue. Better quality judo uniforms shouldn't weigh down the consultant and prohibit their movement.
